Banking
System Evaluations are common and involve an opinion of market
value with use limited to lower valued commercial, industrial
or business type real estate. Evaluations are regulated by the
“Interagency Appraised and Evaluation Guidelines”
dated October 27, 1994, known as OCC Bulletin 94-55 which reports
the following for banking system real estate transactions: “A
formal opinion of market value prepared by a State licensed
or certified appraiser is not always necessary. Instead, less
formal evaluations of the real estate may suffice for transactions
that are exempt from the agencies’ appraisal requirements.”
Banking institutions are permitted to use employed and outside
independent contractors to accomplish evaluations which do not
require real estate appraisal licenses subject to USPAP regulation.
However, bank employees that have real estate appraisal licenses
and independent licensed real estate appraisers must comply
with USPAP regulations to accomplish evaluations. Independent
fee real estate appraisal firms can staff unlicensed trainer’s
or otherwise qualified real estate professionals for this type
of business at competitive fees not subject to USPAP. The following

conflicts. They represent a source of new business for real
estate appraisers and can be easily modified by banking users
to conform to individual bank requirements.
