Part four of this building evaluation format is different from the land evaluation format since report sections are required for building valuation methods consisting of the Cost Approach, Sales Comparison Approach and the Income Capitalization Approach involving the application of AppraisalEditor®spreadsheet software: Market Analyzer, Cost Analyzer and Income Analyzer((Products 2650, 2660 and 2670). This AppraisalEditor® evaluation format considers requirements of the "Interagency Appraisal and Evaluation Guidelines," dated October 27, 1994, known as OCC Bulletin 94-55. Federal regulations state that an evaluation is not regarded to be an appraisal assignment and does not need to conform to the Uniform Standards of Professional Appraisal Practice (USPAP) and does not require the services of a licensed appraiser. Banking system evaluations employ either bank employees or independent real estate consultants such as REALTORS or not yet licensed appraisal trainees having experience in the immediate market area familiar with commercial real estate.
